Development plan. A development plan is the detailed site plan for a project on land that already carries its zoning, often inside an approved planned development: the buildings, access, parking, drainage and phasing. It is reviewed against the rules that already apply rather than changing them, in many jurisdictions by staff or a review committee rather than at a public hearing. Approval of the development plan is a site-design sign off. Building permits are the next public step, and a permit, not the plan, is what authorizes construction.
