Variance or deviation. A variance grants relief from one specific rule for one site, such as a setback, a height limit or a parking count, without changing the zoning. It is decided by a zoning board after a hearing, on a showing that the site has a hardship the rule did not anticipate. A variance by itself does not approve a project. It removes one obstacle for the site plan or permit that follows.
