Site plan. A site plan is the detailed layout of a specific project on land that already has the zoning for it: the buildings, parking, drainage, access and landscaping. Most jurisdictions review it administratively or before a review committee, so it can move without a public hearing. Site plan approval is usually the last land use step before building permits. A permit, not the site plan, is what authorizes construction.
