Comprehensive plan amendment. A comprehensive plan amendment changes the future land use designation on the land, which is the ceiling on what the zoning can later allow. In Florida a small-scale amendment adopts in one local step; a larger one is transmitted to the state for review before the local board adopts it. Adoption changes the plan, not the zoning. A rezoning usually follows, sometimes filed as a companion case at the same time.
