Rezoning. A rezoning asks the local government to change the zoning district on a piece of land, which changes what can be built there and how much of it. It is decided by the elected board after a public hearing, usually with a recommendation from a planning board first, and takes effect by ordinance. Approval sets the entitlement. The owner still needs a site plan and building permits before construction starts, and each of those is its own step on the record.
